THOUGHTS ON PROVIDING STAGE ONE WORK FOR THE CALIFORNIA HOMELESS AT LESS THAN MINIMUM WAGE, IN EXCHANGE FOR SOCIAL SERVICES

I have a thought that Stage One work might be provided the California homeless at less than minimum wage, in exchange for social services such as State One housing, necessary medical treatment, food, and temporary housing.

I note we have precedents in paying less than the minimum wage, here in America: Commission sales work, work on small farms, and newspaper delivery, for instance …

Prison Work Programs for Less Than a Dollar an Hour

Thus we have a precedent, in the exceptional circumstance of incarceration, for offering work at a great deal less than the minimum wage. Could we build upon this precedent by offering work training to our felons or released felons or homeless, at far less than minimum wage?

If the precedent might be stretched in this way, then we might have the setting for an economic bounce-back, here in California, as greater numbers of the currently unemployed are able to find employment.

Prison Release Work Camps. I am thinking that something like this might be good if, for lack of funds, we have to release the prison population. For those who are ‘unregenerate’ … to use an old-time term … work camps might be set up or ‘rough and tumble’ work might be provided as an alternative to imprisonment, at greatly less than the minimum wage. This topic I discussed in a little more detail here …

A Stage One Consideration in Employing California’s Homeless at Less Than the Minimum Wage

Here is a Stage One consideration: Let’s try to figure out some way to get around the minimum wage, for people who are unhomed, and who are receiving extra social services, in the event the United States government is not able to participate, here in California, in ameliorating the situation, and easing the social unrest.

For instance, could we offer something more akin to prison labor … voluntary labor, and a very small wage, in exchange for housing and food and medical care? Could we offer that, in camps especially set up for that?

What would be the long-term situation with regard to those that California cannot now find work for at minimum wage, and who must find work? If employment at less than minimum wage in exchange for social services were to be offered as a temporary, short-term Phase One, then what would be Phases Two and Three?

THOUGHTS ON SLOWING THE SPREAD OF HIV AND AIDS IN PRISONS

On Isolating HIV-Positive Prison Populations in Cell Blocks, Together with HIV-Positive Prison Guards

In United States prisons, HIV tests might be used to separate the HIV-positive prison populations … and the HIV-positive prison guards … physically, from those prisoners and guards who are HIV-negative. These tests need to be performed every 6 months, as I understand it, and also one month after possible exposure to the virus. HIV tests might be made routine in prison medical facilities, not only for the safety of prisoners and guards, but also for the sake of the infectible law-abiding populations upon whom prisoners might prey, either as prostitutes or as sexual predators, after their release.

Conjugal Visits

I think that, to prevent the spread of HIV and AIDS amongst United States prison populations, we ought to consider allowing conjugal or significant other visits in our federal prisons, and in those state prisons that currently do not do so.

Conjugal visits might lead to less intercourse amongst inmates, and less intercourse between inmates and prison guards, so that HIV might spread more slowly amongst the prison population. I feel that conjugal visits might also lead to less violence amongst prisoners.

Such a policy also might help prisoners who have been in long-time-paired relationships to preserve those relationships while imprisoned. It might help families stay together through the financial hardship of imprisonment of a parent, and that might positively affect community life.

HUMAN TRAFFICKING OF IMMIGRANTS TO THE UNITED STATES, COMPARED TO THAT IN CHINA

I have been perusing the “CIA World Factbook” online …

… and have found it full of information pertinent to forestalling social unrest in California. For instance, from my reading, it seems to me that the human trafficking of immigrants to China from North Korea in our lifetime is, in some ways, analogous to the human trafficking of immigrants to the United States from Mexico.

How China Deals with an Influx of Minimally Employable People from North Korea

Apparently, there are masses of people in North Korea, whom the government forces into forced labor in China …

Korean people also may flee to China of their own free will so as to escape starvation …

Those types of labor available to trafficked peoples sometimes may be beneath the level of misery that is acceptable here in the United States …

It might be prostitution. It might be illegal activities such as theft. It might be begging. They might be held by gangs that are ‘beneath the law’ and forced to be members of those gangs. This, to me, is unacceptable.

How the United States Deals with an Influx of Minimally Employable People from Mexico

The situation with immigrants from North Korean to China is analogous, in some regards, to the situation with immigrants from Mexico to the United States. Immigrants from Mexico are not forced by the United States government into inhumane kinds of labor, but they may find themselves in those kinds of situations … living In dug-out caves in the Earth, for instance. And doing seasonal, migrant labor. Or young women or children may find themselves forced into lives of prostitution by pimps.

One thing we might look at, going forward, is how job training might be offered new immigrants, here in the United States, so as to broaden the scope of job opportunities for which they are eligible. This type of job training is doubly beneficial: It helps raise the living standard of immigrants; and it helps lessen the spiritual burden of human trafficking in the United States and uplift our nation through good works in our community.

The philanthropy we offer those caught in the throes of human trafficking is a kindness we offer our children as well, for they will look forward to a better educated community through whose informed choices may be sculpted a brighter tomorrow for all America.

CONCLUSION

In conclusion, I feel that Los Angeles in particular, due to such stressors as homelessness and released felons, faces the spectre of social unrest at present. What to do? I feel we must look at what other countries do when faced with these stressors. We must not turn away from innovative solutions simply because we feel they are beneath us, as Americans.

I feel it is because we feel this: that the lesser good we are able to provide the homeless and released felons is beneath us, and unworthy of them, that we have found ourselves for ten years to be in stalemate as a city.

We are unable to provide the level of benefits and care that has been, with hopeful optimism, voted into California law. Massive problems lie before us, and have done so for 10 years now. California is a Sanctuary State for those fleeing from downright extermination in the crueler states of our great Union.

Though we are that to many, we have not the funds to help those seeking sanctuary in the manner afforded the homeless, the helpless, those seeking shelter, food, and work in days of old.

Here in Los Angeles we must make bold to provide what we may to those who have nothing at all. Though it be against the laws of our nation, and against those of our State, we must do what we can. We must offer what we may. We must open our hearts, still our doubts, and come up with sensible, novel solutions to the new problems that lie before us.

Dear Ones,

Here in the United States, we are faced with lack of funds to deal with big problems of homelessness, unemployment, underemployment, and poverty-line living. For some years now, these difficult problems have been before us, and felicitous solutions, to date, do not avail.

Why is it that we have not found viable, long-term solutions to these problems? I feel it is because we have not felt desperate enough, or perhaps innovative enough, to look outside the envelope, and see what other nations that have been facing similar problems have come up with in terms of solutions.

I took a look at the United States Central Intelligence Agency’s “World Factbook,” hoping to come up with some off-the-wall offerings, and came up with the example of the dire poverty faced by North Korea, and its institution of Forced Labor for public projects. Here is part of what I found out …

HOW NORTH KOREA DEALS WITH INCURABLE POVERTY AND STARVATION

As I see it, in North Korea, the problem is intractable, long-term, incurable poverty. I have for you this quotation from the “CIA World Factbook,” with regard to the grim facts of the North Korean economy …

“North Korea, one of the world’s most centrally directed and least open economies, faces chronic economic problems. Industrial capital stock is nearly beyond repair as a result of years of underinvestment, shortages of spare parts, and poor maintenance. Large-scale military spending and development of its ballistic missile and nuclear program severely draws off resources needed for investment and civilian consumption. Industrial and power outputs have stagnated for years at a fraction of pre-1990 levels. Frequent weather-related crop failures aggravated chronic food shortages caused by on-going systemic problems, including a lack of arable land, collective farming practices, poor soil quality, insufficient fertilization, and persistent shortages of tractors and fuel.

“The mid 1990s through mid 2000s were marked by severe famine and widespread starvation. Significant food aid was provided by the international community through 2009. Since that time, food assistance has declined significantly. In the last few years, domestic corn and rice production has improved, although domestic production does not fully satisfy demand. A large portion of the population continues to suffer from prolonged malnutrition and poor living conditions. Since 2002, the government has allowed semi-private markets to begin selling a wider range of goods, allowing North Koreans to partially make up for diminished public distribution system rations. FORCED LABOR IN NORTH KOREA AS A BARTER SUBSTITUTE FOR THE COINED TAX SYSTEM

Rather than asking people, who have nothing, for taxes, instead North Korea is conscripting people into forced labor situations for nothing … for free … to help with government projects …

… North Korea is a source country for men, women, and children who are subjected to forced labor and sex trafficking; many North Korean workers recruited to work abroad under bilateral contracts with foreign governments, most often Russia and China, are subjected to forced labor and do not have a choice in the work the government assigns them, are not free to change jobs, and face government reprisals if they try to escape or complain to outsiders; tens of thousands of North Koreans, including children, held in prison camps are subjected to forced labor, including logging, mining, and farming; many North Korean women and girls, lured by promises of food, jobs, and freedom, have migrated to China illegally to escape poor social and economic conditions only to be forced into prostitution, domestic service, or agricultural work through forced marriages.” – from Link: “CIA World Factbook, North Korea,” in the section: Transnational Issues … Subheading: Trafficking in persons … https://www.cia.gov/library/publications/resources/the-world-factbook/geos/kn.html … public domain.

To some degree, the ‘forcing of labor’ in North Korea, I feel in some instances may be a substitute for the coined tax system … It is more like a ‘barter’ tax, you know? We might look at this practice and offhandedly think of it as a completely evil thing, whereas, in fact, it may be a necessary thing there, so as to keep the economy alive, in a situation where everyone faces starvation whenever (as is often the case) weather conditions are not good.

HOW THE UNITED STATES EMPLOYS FORCED LABOR IN OTHER GUISE

I feel that we have various forms of forced labor here in the United States … forced labor that may be less injurious to human rights, but nevertheless forced labor. It is just that we cushion it with other terms … more aesthetic terms … according to our ideas of how things ought to be. Here are two kinds of ‘forced labor’ that we look favorably upon in the United States …

Community Service in Lieu of Prison Time

For instance, North Korea has forced labor part of the year … during which the people in the towns have to work for the government for free or for almost nothing … That has analogies to community service at, say, $40 a day, in lieu of prison time for Coloradans.

ADVANTAGES OF OFFERING FELONS RURAL AND WILDERNESS WORK CAMP OPPORTUNITIES

Work Camps as Work Ethic Education

I recall that, in Russia and China, they think of forced labor as a way of educating people with regard to the work ethic … inculcating a notion of being productive members of society. And we might consider it like that too.

If we cannot house the felons in urban prisons, we could expand our programs to house them in work camps in rural or wilderness areas. These work camps might be viewed as offering education in the work ethic, and in that way, helping felons to qualify for good jobs after their release.

On Offering Habitual Offenders ‘Rough and Tumble’ Jobs Far From Urban Centers

In addition to providing work ethic education, work camp job experience would likely provide improved physical conditioning. This might help released felons find ‘rough and tumble’ jobs far from urban centers, occupations such as lumberjacking, or tramp steamer crew, for instance. Maybe, work in the mines, or in the deserts, or on oil rigs. There might be a segment of felons to whom rough and tumble jobs appeal; and this appeal might decrease recidivism.

There may be felons with many offenses, and whom we are unable to keep in prison. Yet if they are released, they might look for criminal work, and not wish to integrate into the general community. In some cases, they might fall into the category ‘antisocial personalities’. In such instances, it might be good if they found work away from the general population.

If California is unable to house multiple offenders, we might also consider offering those serving time the option to become a free person, or a semi-free person, in an occupation that is far from the general public … where the released prisoners cannot hurt the general public.

CONCLUSION

My thought as to whether forced labor might successfully be employed in the United States is this: Considering the American way of life, forced labor could never succeed here if it ruthlessly trammels human rights. I do feel, on the other hand, that the choice of modified versions of forced labor … as amongst the prison populations, or for released felons, or for the indigent … might be offered as an alternative, a free will choice, that might prove appealing, were its benefits to be properly laid out, and then offered by way of explanation to those undertaking it.

On Boosting Street Gang Awareness in Small Towns of America . by Alice B. Clagett

Dear Ones,

As you may know, a considerable number of people in the United States have felony records. As of 2010 (the latest year for which I could find statistics), 3 percent of the US population have spent time in prison. As most prisoners are men, that would be roughly 6 percent of the male population nationwide, as of 2010.

I note that the most felon friendly states are California, Colorado, Kansas, Maryland, Massachusetts, Montana, Nevada, New Hampshire, New Mexico, New York, Texas, and Washington State …

I feel that former members of street gangs from the large cities might emigrate to small towns in these felon friendly states, and that some of these small towns might consequently be experiencing heretofore nonexistent street gang activity.

It is my hope that all small towns in these states be acquainted with the well-organized (and sometimes ruthless) mode of operation of street gangs (which to me have some broad similarity to other ‘outlaw’ groups such as organized crime and ‘killing cults’).

I suggest getting acquainted with the Los Angeles Police Department’s wide-ranging street gang programs, so as not to be caught off guard. Here are a few good leads …

While I realize that the majority of felony records are nonviolent, and believe in restorative justice, I also feel that violent felons need closer oversight as members of small town communities, than do those with no violent criminal record.

In other words, I feel that, while every felon ought to have a fair shake at a new start in life, nevertheless he or she must live up to the expectations of the small towns of America, and lead a law abiding life after paying a debt to society.

Dear Ones,

This video is about how children whose moms must return to work a few months after they are born maybe prone to psychological disorders such as antisocial personality or paranoid-schizoid.

This is a Call to Action, asking that California offer incentives for moms to stay home with their children through the age of 2. The hope is that this will slowly decrease the felony percent of our California population.

SUMMARY OF THE VIDEO

Hello, Dear Ones, It’s Alice. I Am of the Stars.

I have a notion that the fact that moms have to keep on working a few months after they have children, and give their children to day care or to a wet nurse at that age, may be contributing to the incidence of antisocial personality in our population.

If I recall correctly, studies have been done, that show that separation from the mother before the age of two, causes problems … sometimes paranoid-schizoid problems; problems with reversion to the ‘Circle of One’ notion that you are the only person in the world, and that you do not have a relationship with your mother, for instance … and, by extension, later with the family and with the school children that you are with, and so forth.

And so, it creates a notion that you are the only person anywhere … a selfish notion … and that is a defense mechanism, from being separated from the mom.

So I suggest that California offer some incentive, some means for mothers to stay with their children until they are two years old. I think it will decrease our felon population … which I understand right now is 25 percent.

I think the felon population will continue to go down if mothers have a way to stay with their children through the tender age of two.

Hello, Dear Ones, It’s Alice. I Am of the Stars.

I have something to report about black magic, and black magic spells, and the karmic effect of them, that can be fixed up, and ameliorated, right now, as we ascend, so as to brighten up the karma of those who are … even without their intention … practicing black magic.

The information below is entirely a clair report, psychically sensed ‘psy in the sky’ … I have no evidence for it whatsoever, in physical terms. For that reason, the reader might hold it in the sense of entertaining but fictional reading, along the lines of occult lore.

BLACK MAGIC MALWARE: FALSE MEMORIES OF CHILDHOOD RAPE AMONG WOMEN

One of the dictums of the Demon Realm that involved humankind in black magic at the end of the Lemurian Age, was that Mind Control technique of imprinting False Memories on women … both children and adult women … to the effect that their fathers, or a father figure, had sexually molested or raped them. People are beginning to find this out right now … that the Demon Realm has done that. And has also imparted that spell to Spiritual Adepts who seek worldly power: Money and fame and sexual gratification. Those are the main ‘lures’, I think.

In other words, these Spiritual Adepts are looking for something for themselves for or for their groups, rather than seeking to align with God. This sort of Spiritual Adept, who attains psychic powers for the purpose of pursuing worldly gain, is termed a Black Magician.

Those Spiritual Adepts who have fallen to that heresy of Service to Self sometimes receive that teaching from the founder of their group: To teach the women in their group, falsely, that they have been deeply mislead, and sexually molested, by a father or a father figure.

BLACK MAGICIANS AND ‘SHADOW MARRIAGE’

So this person, this Black Magician, decides to marry, for the sake of looks, for the congregation. But he must Mind Control the woman into feeling that he loves her, and that they have a relationship, when, in fact, they don’t. They don’t have a sexual relationship. His interests lie elsewhere … either on the astral plane, or on the physical plane; his initial intention being to enhance his psychic abilities through conservation of sexual energy and an ascetic lifestyle.

So the Black Magician Mind Controls his wife into thinking, in her subconscious mind, that a father, or father figure, molested her or raped her in her childhood … and instills in her a sense of horror towards the act of sex with a man.

So then, she serves him. Through Mind Control, she believes he is her faithful husband. She represents him in public as his wife. She keeps his house clean. There will probably be no children, but she cooks his meals for him. She backs him up, before other people, through all kinds of allegations. She stands by him. And she believes that he is her husband, when in fact he is a Black Magician.

So that’s the reason for this phenomenon that I’m sensing more and more, amongst Black Magicians around the world: That it seems that they always congregate with women who have this unfortunate past … right? But in fact, these are False Memories that are instilled through the practice of Black Magic.

BLACK MAGICIANS: USING FALSE MEMORIES TO MIND CONTROL WOMEN

When harmful false memories are implanted in a woman’s mind, the Black Magician can more easily get into her energy field. That thought that men have injured a woman, wounds the women’s energy field. And so then, when the energy field is not stable, then the Mind Control expert can more easily get in, and manipulate the mind of a woman.

One end he might have, would be the appearance of a happy marriage, for the sake of looks, as described above.

The more sinister applications would be Mind Control of visitors to the congregation, so as to elicit donations to the group. Or, Mind Control of women in the congregation, resulting in sexual liaison or marriage, murder of the woman, and theft of her wealth or squatting in her residence.

SEXUAL DEVIATIONS AMONGST BLACK MAGICIANS

Spiritual Arrogance and Shunning of Women as Sexual Partners

Psy in the Sky: One of the things that the Black Magickers in America are doing, is picking amongst the women in their congregations, and marrying them, as described above. But … and I haven’t totally gotten to the bottom of this … they feel that women are inferior intellectually and emotionally, and easily manipulated with Mind Control.

So they feel that women are an unfit match for them … that they are beneath them. They tend to congregate with other Spiritual Adept men for sexual gratification, either on the physical plane or on the astral plane. They turn from their wives to the practice of increasingly dark sexual deviations. There are a number of complicated interweavings of dark energies in the unfolding of this phenomenon.

Astral Rape Psychically Sensed Being as Being Practiced by Gangs of Celibate Black Magicians

Psy in the Sky: If a Black Magician feels that celibacy is the thing to do, then, on the astral plane, he will raid around the ‘astral airs’ with other Black Magicians, and rape both men and women on the astral plane.

Homosexuality, Sex with Children, and Murder of Women Psychically Sensed Amongst Black Magicians

Psy in the Sky: And if he feels that it’s all right to have sex sometimes, he will tend to pick male partners, or children, rather than women. And if he picks women, he is likely to murder them, as described above.

The Cause of Purported Sexual Deviation Amongst Black Magicians

So then, why is it that these men turn from their wives, to astral rape, in gangs of Black Magicians? And then to physical intercourse, say, with felons, or with people they feel to be disreputable, such as sex workers? And then, on to rape and murder of younger and younger children, till they get down to infants … and rape them, and throw them on the dumpster?

Well, it’s an interesting process, to do with Soul learning regarding, truly, the evilness of Mind Control. There are a number of complicated interweavings of dark energies that cause this phenomenon. I’ll try to explain …

Here in the fourth and third dimensions on Earth, we have the free will choice of two paradigms: Service to Self, and Service to Others. Modeling of both paradigms is readily available. But Service to Self … or Power Over … is not the best choice for Soul evolution. For God realization, if you will. For us to experience God realization, we must first learn to respect everyone else, and allow them the blessing of having their own free will.

And so, for the Black Magician, who has chosen the paradigm termed Service to Self, the penalty, in terms of the life lived, grows greater and greater, the longer he persists in that practice.

A Proposed Mechanism of the Turn to Sexual Deviance

Then, as far as the coursing of the energies is concerned … The wife who is injured through implantation of False Memories is always crying out, on the astral plane. She’s always crying out, with regard to men. And this wife in name only reminds the Black Magician of a child.

And so, in his mind, he’s always hearing the cries of a child who is being raped. And that samskara enters his own energy field, and induces him to greater and greater acts of violence towards younger and younger people. That’s my understanding of it.

The very act of Mind Control of women, and injury of their energy field, causes this Achilles Heel, this great social injury of raping and killing children … buying them from their mothers … buying them abroad, because it’s cheaper. Giving them HIV, because the Black Magician has been with felons (who are more likely than others to have HIV, because of having done sex work or having been raped in prison).

RECAP: FOR BLACK MAGICIANS

So to recap, what apparently happens, when Spiritual Adepts, putatively, use Mind Control to imprint that False Memory on the women in their group, is that they become prone to become child molesters themselves. They are turned toward the practice of using children for sex. And that does make sense, because the women in the group, in their subconscious minds, are always talking about that act.

And so, the men in the group, who have imprinted that False Memory, become susceptible to that thought. And that explains that karma of raping children that seems to be happening, for the men in the Black Magic groups around the world right now.

So I’m suggesting that the men look at this karma. And that will bring them to an awareness of how, instead of a Win-Lose situation in their group … men win; women lose … they’re creating a Lose-Lose situation, because of the backlash of karma against them. And then they’ll begin to understand that the teachings they receive from the Demon Realm, for Power Over the world, are not to their benefit, or to the benefit of anyone on Earth.

It’s a first step; but it’s a giant step. It’s a really good one, in clearing up the false understanding that men can gain what they want by practicing Black Magic.

PREDILECTION OF BLACK MAGICIANS FOR FELONS AS SEX PARTNERS

Catastrophic Early Childhood Soul Experiences Involving the Act of Sex

Then as to the purported (psychically intuited) predilection for felons as sex partners amongst with Black Magicians, from what I’ve noticed on the psychic plane … There’s always an early childhood incident that’s greatly damaging. It has to do either with the child killing the parents, or else the child killing a sibling, to do with the act of sex. It always has to do with that.

In one case, I saw, on the astral plane, that the child tried, in adolescence, his first act of sex with a woman who had a boyfriend. And the boyfriend came along, and castrated him. And he went back to his father, and the father killed both the woman and the man, apparently. Or at least the woman.

So the very first attempt, or feeling, of sexuality, results in absolute disaster … burning down the family home, and everyone in it. Or killing a baby sister, and then getting castrated. Something that normal people never have to deal with.

The Notion that the Act of Sex Is Catastrophically Evil

And then the notion of sex, after that, is catastrophically evil. They want nothing to do with sex. They become a Black Magician. They want Power Over other people. I guess maybe they don’t want anything like that childhood incident ever to happen to them again. Maybe that’s part of it. So then, they’re doing a workaround … because they still have a sex drive. But it’s negatively aspected. And the energy field, in the area of the second chakra, is greatly injured.

All these things that show up, over and over again, both abroad and here in the United States, have to do with the injury to the second chakra, I feel. Sometimes the first chakra too … if they have been threatened with the notion that they’re going to be killed. I should think that castration in early childhood would cause that problem as well.

I’ve talked about it before: Fear of death, linked to the act of sex. And the desire to kill, so as to overcome that. So the act of sex becomes the thrill of the kill. And this is linked, somehow, in certain segments of that population with catastrophic early childhood experiences to do with sexual expression, to the Black Magic cults.

On Black Magicians Seeking Felons as Sex Partners Because Sex Is Felt to Be Dangerous and Evil

Before doing felonious acts such as rape or murder for sexual thrill, or in lieu of that, Black Magicians, if carrying the memory of catastrophic early childhood experiences, have a feeling that the act of sex is dangerous and wrong … life threatening … against the law, or maybe full of sinfulness.

That, I feel, is why they seek out felons and sex workers to have sex with … They may be projecting their own feelings of the evilness of the act of sex on their sex partners, and selecting their sex partners through this filter of ‘evilness’. In other words, they may be looking for sex partners they feel are evil enough to perform an act they consider to be inherently evil.

DISCLOSURE AND HEALING: A CALL TO ACTION

Instances of catastrophic early childhood experiences to do with the act of sex are beginning to be discovered, right now, because of Disclosure … It’s becoming clear what’s going on. And the problem I have is, I have no clue what to do about it, if the injury is so deep. And the acts are so atrocious to the notions of propriety in society, that no one would believe me even if I mentioned it. You know?

And so, I’m waiting. I’m waiting for you, to figure this out, and to figure out what to do about it. You, humankind, need to know what’s happening, and you need to figure out what to do about it. Not so much in terms of justice, but in terms of healing all of us. Healing humankind. What can we do? What can we do?

THE DEFEAT OF THE WAR ON DRUGS?

I’ve heard, here and there, that the United States is ‘losing the war on drugs’, at least in terms of the current fight strategy. For instance, here is an article from Stanford University on the topic …

RHETORICAL QUESTION: WHAT IF THE CIA WERE TO SEEK TO MONOPOLIZE THE DRUG TRADE IN THE UNITED STATES?

I began to pose the rhetorical question: What if the CIA, discouraged by losing ground in the war on drugs, were to begin dealing in drugs itself, as a way of wresting power from the drug cartels and the drug lords?

Overview: Potential Negative Outcomes

Here’s what I feel about that:

  • The people of the United States would begin to live in fear of the CIA, just as they now live in fear of the drug cartels and the drug lords.
  • Money from drug sale profits would flow into the CIA coffers first, and from there to other parts of the government. We might anticipate a greater than proportionate share might stay with the CIA, making it a wealthy … perhaps even the wealthiest? … branch of government.
  • The CIA might accrue unto itself so much power, that it would become ‘top-heavy’, setting the balance of the democratic process off-kilter.
  • There would thus arise a chance that our government would move from a democratic process, to fascism, such as that promoted by the Italian National Fascist Party leader Benito Mussolini, who ruled Italy from 1922 to 1943; in 1925 he established a dictatorship there. In our case, it is likely that the head of the CIA would become America’s first dictator.

Putative Use of Released Felons as ‘Soldiers’ and Drug Runner for the CIA: Potential Negative Outcomes

The CIA has unique powers, even now, to coerce local law enforcement to accede to its expectations. As it attempted to gain hegemony over the drug trade in the United States, there might be inroads on America’s legal systems along these lines …

  • The headiness of the profits flowing from the people of the United States, and into the coffers of the CIA, would contradict the mandate of the CIA to educate our children and adults about the evils of drugs.
  • The CIA might employ felons released from our prisons, when their time is up, as strongarm ‘soldiers’ and drug runners. These might be granted CIA ID cards.
    • Having cards, and having experienced previous lives of crime, they might continue with lives of crime, and evade retribution by law enforcement in our towns and cities through immunity granted them by their CIA ID cards.
    • As released felons are more likely to have HIV than the general population, and are more likely to have a history of child molestation, we could anticipate an increase in the HIV-infected population in towns where they operated.
    • Especially, we could anticipate the children being infected with HIV. As children with HIV aren’t able to have children, the populations of the towns where the CIA ‘soldiers’ worked might be anticipated to have zero population growth in 25.5 years (that is, in a generation).
  • These felon ‘soldiers’ might attempt to addict virtually all Americans with drugs, possibly through our drinking water, or through bottled water sold in stores, so as to increase the CIA’s customer base.
    • This would result in downtime and a decrease in America’s available man-hours.
    • If our drinking water were poisoned with drugs, then we might have deaths of newborns, toddlers, invalids, and seniors … in other words, of vulnerable parts of our population, because of the poisoned water.

Long-Term Potential Negative Outcomes: Decentralization of Government and Establishment of Drug Warlords Owing Fealty and Tribute to the CIA

Here is a ‘long view’ of the strategy:

  • The chance would arise that towns across the United States would become like feudal holdings, whose law would be determined by profit rather than law and order.
    • Each of our towns might be ‘captured’, as it were, by local CIA released felon ‘soldiers’. Such ‘captured’ towns might be envisioned to be warlord strongholds, much like those of some despotic African warlords. These feudal holdings would owe fealty and ‘tribute’ to a Central Intelligence Agency on the East Coast.
  • With time, centralization of power on the East Coast would deteriorate, What would remain would be local warlord strongholds, ruled by the released felons. The manner of decentralization might be like the expansion of farming culture from the East Coast of the United States, to the West Coast, only in reverse, like this …
  • Due to the addiction of the population, and the decrease in available manpower because of HIV infection, it would become more difficult for each locality to meet its agricultural supply needs.
    • We might expect, for example, struggles with starvation in lean years.
    • We might anticipate food being held by warlord strongholds, and distributed by them. Granaries are an example of food power accretion in this manner.
    • We might anticipate raids by release felons, living in mountainous areas, upon the flatland communities, with concomitant fighting and bloodshed.
    • We might expect, as food supplies became more scarce, that the population would rely less on drugs, because of their expense, so as to set aside enough food supplies. As this began to happen, then the power of the drug lords might wain, as their wealth dwindled.
      • This might give our towns an opportunity to re-establish democratic process and civil law, through overthrowing the warlords.

ALTERNATIVE STRATEGIES

As I didn’t much like my line of inquiry and investigation of the above scenario, I’d like to present two alternative strategies, with regard to the war against drugs in America.

A Substitute Plan for the CIA to Garner Money for Our Government by Nationalizing and Administering Tobacco Sales, with Doubled Taxes

As things stand, it is illegal for the CIA to engage in business in America. As mentioned above, the concern is that the resultant monopoly and hegemony would erode our Constitutional liberties and threaten our democratic way of life.

However, if our leadership felt that the situation were such that this law must be contravened, then I would suggest that the CIA begin to sell some commodity other than drugs. One such commodity might be tobacco.

From 2000 to 2010, Americans spend about $100B annually on illegal drugs, including cocaine, marijuana, heroin, and methamphetamine, according to the RAND Drug Policy Research Center for the Office of National Drug Control Policy. This is the most recent figure I have on the market value of illegal drugs in the United States, so I’ll go with this.

The retail value of 2017 annual tobacco sales in the United States was about $121B …

Looking at these two figures: 2017 annual tobacco sales at $121B, and 2010 estimated annual illegal drug sales at $100 billion, we might consider these to be roughly equal.

Thus the CIA might expect to profit as much from the nationalization of tobacco sales, as it might from sales of recreational drugs, were it to double the tax on tobacco sales.

There would be other upsides to this strategy as well:

  • Like recreational drug use, tobacco use causes health risks. However, I feel that increased use of tobacco might not damage the decision-making ability of people as much as drug use while they are in the workplace.  Thus our workforce might more easily maintain its competitive edge in the global economy.
  • As it would have no financial incentive to promote addiction to recreational drugs, the CIA could, without quandry, set aside part of its profits from the sale of tobacco, to educate children and adults on the danger of using drugs, and to offer drug rehab programs. (However, education on the health risks of tobacco might suffer.)
  • There might be less deaths of newborns, toddlers, invalids, and seniors were we to avoid addicting the overall United States population by drugging drinking water (as in the hypothetical instance above)
  • The CIA would not need to use released felons to sell tobacco; they could simply nationalize tobacco sales, and double the tax on them. Instead, released felons might be steered in the direction of employment in less populated areas, such as forestry or fishing. Thus the danger of infecting our schoolchildren with HIV, through use of released felons who may have been infected with HIV in prison, might be mitigated.

A Preferable Alternate Strategy: Legalization and Taxation of Recreational Drugs

I suggest a second alternate strategy, that of legalizing and taxing recreational drugs. I’ve discussed the benefits of this strategy in a prior blog …

To recap that article, the primary benefits of the strategy are:

  • $686.2B estimated annual net improvement in the federal bottom line, and
  • $17B estimated annual improvement in the State and local bottom line due to ‘sin tax’ increases

This strategy, then, would bolster the United States economy by providing a good deal of new money for government services, in addition to money for education and rehabilitation in the arena of drug use.

Were it to be implemented along with a strategy of circumventing, insofar as possible, the presence of HIV-infected child molesters in our small towns, the combined strategy would mitigate the timeline of the AIDS pandemic, allowing a slowdown during which an AIDS-resistant American population could develop. This, then, would mitigate manpower diminution in our next generation, about 25 years from now.

This strategy would not require that the CIA contravene its edict to protect the American people’s democratic way of life. Nor would it raise the threat of fascism or dictatorship, in the United States.

Thus the people of American, raised with a healthy regard for the Declaration of Independence and our United States Constitution, might happily continue on, in a restful state of mind, and in what they understandably consider to be their right to pursue personal happiness during their lifetimes.

Consequently, we might confidently anticipate our American economy ‘holding its own’ in the coming decades, very much in step with the other nations of the world.
