There is some overlap between Arthur E. Powell’s School of Theosophy description of the astral sub-planes and that of Madame Blavatsky. It seems to me that Madame Blavatsky is describing these sub-planes from the standpoint of her own mediumistic experience. See …

They say that people see what is on the sub-planes according to the coarseness or refinement of the astral matter that comprises their emotional bodies. Thus it is not at all surprising that no two visitors to the astral realm would describe it in an identical way.
